World Bank Approves $134 Million to Develop Brazil’s Pecém Green Hydrogen Hub

The World Bank has approved a $134 million financing package to support the development of a green hydrogen hub in Ceará, Brazil, through the Companhia de Desenvolvimento do Complexo Industrial e Portuário do Pecém (CIPP). The funding includes a $90 million IBRD loan, a $9 million Livable Planet Fund grant, and $35 million in loans and grants from the Climate Investment Funds’ Renewable Energy Integration Program.

This investment will enable clean hydrogen production at the Pecém Complex, a major industrial and logistics hub in Northeastern Brazil. The initiative positions Ceará as a frontrunner in the global clean energy transition and supports Brazil’s national hydrogen strategy, Nationally Determined Contribution (NDC), and broader decarbonization efforts. The project is designed to attract private investment, create jobs, and foster economic inclusion, particularly in one of Brazil’s historically underdeveloped states.

Drawing on lessons from similar World Bank-supported projects in Chile and India, the initiative will finance critical infrastructure to boost Brazil’s hydrogen economy. Officials, including Pecém Complex President Max Quintino and World Bank Operations Manager Jorge Coarasa Bustamante, highlighted the program’s potential to strengthen green industry, enhance competitiveness, and promote sustainable economic growth in the region.
