West Bengal State Electricity Distribution Company (WBSEDCL) Invites Bids for O&M of 60 MW Solar Projects

The West Bengal State Electricity Distribution Company (WBSEDCL) has issued a tender for the comprehensive operation and maintenance (O&M) of six ground-mounted solar power projects, totaling 60 MW. The last date for bid submission is February 22, 2025, with bids set to be opened on February 25. Bidders must submit an earnest money deposit (EMD) of Rs10 Lakh.

The selected bidder will be responsible for the maintenance of six 10 MW solar projects located in Dhaka I and Dhaka II (Birbhum), Santaldih and Chharrah (Purulia), and Sankrail (Jhargram). Their duties include ensuring the efficient operation of the projects, maintaining power evacuation systems at 33 kV, implementing security measures, keeping detailed maintenance records, and assisting in training WBSEDCL personnel. Any delays or non-compliance will result in penalties, including liquidated damages and forfeiture of the EMD for bid withdrawal or non-performance.

To be eligible, bidders must have prior experience in installing and commissioning a 10 MW grid-connected solar project. Alternatively, they should have managed a comprehensive O&M contract, including an annual maintenance contract for major equipment, for at least one year within the last seven years.

Additionally, bidders must demonstrate a minimum average annual turnover of 30% of the estimated project cost over the past three financial years. A positive net worth is required, along with income tax returns for the last three years and an income tax clearance certificate from the relevant authority.
