UP Energy Task Force Clears Privatization Bidding Plan for Agra & Varanasi Discoms

The Empowered Committee of the Energy Task Force in Uttar Pradesh, led by Chief Secretary Manoj Kumar Singh, has approved the electricity privatization bidding documents prepared by the Uttar Pradesh Power Corporation Limited (UPPCL). This marks a significant step toward privatizing power distribution in 42 districts under the Agra and Varanasi discoms.
As per the plan, three new companies will be established under the Purvanchal discom and two under the Dakshinanchal discom, covering both rural and urban areas. The privatization model allots 51% equity to private players while the state government retains 49%. The new companies will be chaired by the Chief Secretary, with the private partner empowered to appoint the managing director.
The bidding process was developed with input from a transaction advisor and reviewed by representatives from the central government. The plan aims to balance efficiency and accountability while safeguarding the interests of employees, consumers, and farmers. The move is expected to drive improved service delivery and financial health of power distribution in the state.
