TCIL Seeks Consortium Partner for 120 MW Solar Project in Bhutan

Telecommunications Consultants India Limited (TCIL) has invited expressions of interest (EoI) to select a consortium partner for implementing a 120 MW ground-mounted solar project in Jamjee, under Mewang Gewog in Thimphu, Bhutan. The project is part of Druk Green Power Corporation’s tender initiative.

Interested bidders must submit their proposals by February 14, 2025, with bids being opened on the same day.

Bidding Requirements

Bidders are required to pay a tender fee of Rs20,000 inclusive of 18% GST along with an earnest money deposit (EMD) of Rs51.7 lakh. The selected bidders must also furnish a performance bank guarantee.

Scope of Work

The winning bidder will be responsible for the design, supply, installation, testing, and commissioning of the solar project. This includes the procurement of solar modules and construction of evacuation infrastructure, such as the pooling substation.

Eligibility Criteria
  • Executed at least two grid-connected solar projects with a minimum capacity of 100 MW at a single site within the last five years, with at least one operational for a minimum of two years.
  • Demonstrated cumulative execution of 1,000 MW of grid-connected solar projects over the last five years.
  • Experience in high-altitude and variable weather conditions is preferred due to Bhutan’s challenging terrain and climate.
Financial Requirements
  • Bidders must have an average annual turnover of Rs155.1 Cr over the last three financial years.
  • Micro and small enterprises must demonstrate an annual turnover of Rs129 Cr.

Additionally, bidders must provide manufacturer authorization certificates for solar modules and inverters.
