SJVN’s 600 MW Wind Power Auction Result

Adyant Enersol (Datta Infra) and UPC Renewables have emerged as winners in SJVN’s auction to develop 600 MW of inter-state transmission system (ISTS)-connected wind power projects on a build-own-operate basis. Adyant Enersol secured 70 MW at a tariff of Rs3.98 /kWh,while UPC Renewables won 100MW by quoting Rs3.99/kWh, The tender, floated in March 2024, aimed to boost India’s wind energy capacity and support its renewable energy targets.

Bidders were required to submit a single bid offering a minimum project capacity of 50 MW and a maximum of 300 MW, with capacities quoted in multiples of 10 MW. The winners are responsible for setting up ISTS-connected wind power projects, including the transmission network up to the interconnection or delivery point, to supply power to SJVN.

Developers must secure all necessary clearances, permits, and licenses, including land acquisition, installation, and project ownership. They are also required to arrange connectivity for each project, which can be located anywhere in India. SJVN will enter into 25-year power purchase agreements (PPAs) with the successful bidders, with the procured power slated to be sold to various procurers.

The tender allowed wind projects already under construction, yet to be commissioned, or commissioned but selling power on a short-term merchant basis to participate. To ensure high-quality installations, only wind turbine models listed in the Ministry of New and Renewable Energy’s Revised List of Models and Manufacturers can be used.

The declared or revised annual capacity utilization factor (CUF) must remain above 22%. Developers have the option to revise the CUF once within the first three years after the commencement of power supply, provided the revised CUF is at least 90% of the initially quoted CUF and remains no less than 22%. Beyond this period, the CUF for the contracted capacity will remain fixed for the PPA duration.
