SECL Invites Bids for 1,160 kW Rooftop Solar Systems with O&M for 5 Years

South Eastern Coalfields Limited (SECL) has announced a tender for the engineering, procurement, and construction (EPC) of 1,160 kW grid-connected rooftop solar systems. These systems will be installed on 12 residential and non-residential buildings. The deadline for bid submission is March 13, 2025, and bids will be opened on March 15, 2025. To participate, bidders must submit an earnest money deposit of Rs687,000.
The project must be completed within 15 months. The scope of work includes the design, engineering, construction, fabrication, erection, installation, testing, and commissioning of the rooftop solar systems. Additionally, the successful bidder will be responsible for providing comprehensive operations and maintenance (O&M) services for five years after commissioning. The project requires a minimum capacity utilization factor (CUF) of 15%, and any delays or non-compliance with project requirements will result in liquidated damages.
To qualify, bidders must meet specific technical and financial criteria. They must have completed at least three similar projects, each costing 20% of the project value, two similar projects, each costing 25%, or one similar project costing 40% of the project value. Similar projects include grid-connected solar installations, such as ground-mounted, rooftop, or floating solar systems.
Bidders must also demonstrate an average annual turnover of at least 30% of the project cost over the last three financial years and have adequate working capital of at least 20% of the project cost. For joint ventures, the lead partner must hold at least 50% of the required working capital, while other partners must hold at least 20?ch.
