SECI Issues Tender for 2.7 MW Floating Solar Projects in Lakshadweep

The Solar Energy Corporation of India (SECI) has released a tender for the development of 2.7 MW grid-connected floating solar power projects integrated with a battery energy storage system (BESS) in Lakshadweep. The projects will be implemented on two islands—Agatti (950 kW) and Kavaratti (1.75 MW)—each featuring a minimum BESS capacity of 2.5 MW/16 MWh.

Bidding Process and Financial Requirements
  • The deadline for bid submission is April 30, 2025, with the bid opening scheduled for May 5, 2025.
  • Prospective bidders must provide an earnest money deposit (EMD) of Rs 1.33 crore for Agatti and Rs 1.41 crore for Kavaratti.
  • A tender fee of Rs 6,000 is also required.

Project Scope and Responsibilities

Selected bidders will be responsible for the design, engineering, procurement, supply, installation, testing, and commissioning of the floating solar projects. The scope also includes:

  • Procurement and supply of all necessary materials and equipment.
  • Civil works, inspections, and logistics, including unloading and storage.
  • Obtaining required permits, licenses, insurance, and no-objection certificates.
  • Ensuring grid connectivity for the commissioned projects.
  • Providing operations and maintenance (O&M) services for the entire tenure of the power purchase agreement.

To ensure project reliability and timely execution, only commercially established and operational technologies must be utilized. The projects are expected to be completed within 30 days from the award date.

Eligibility Criteria for Bidders

Interested companies must meet specific experience and financial requirements:

  • They should have previously designed, supplied, installed, and commissioned grid-connected solar projects with a cumulative AC capacity of at least 50% of the quoted project capacity in the last seven years.
  • At least two grid-connected solar projects with a minimum individual AC capacity of 10% of the quoted capacity must have been installed in the last seven years and should have been operational for at least six years.
  • For financial qualification:
    • Bidders for the Agatti project must have a minimum net worth of Rs 0.132 crore.
    • Bidders for the Kavaratti project must have a minimum net worth of Rs 14.026 crore.
