SECI Invites Bids for 400 MW ISTS-Connected Wind Projects

The Solar Energy Corporation of India (SECI) has announced a tender for 400 MW of ISTS-connected wind power projects (Tranche-XVIII) under the build, own, and operate (BOO) model. The deadline for bid submission is April 15, 2025, and bids will be opened on April 16, 2025. Developers must submit an earnest money deposit (EMD) of Rs0.129 crore/MW, along with a document fee of Rs50,000 and a bid processing fee of Rs20,000/MW, with a cap of Rs20 lakh. Successful bidders must also pay a success charge of Rs100,000/MW, in two installments—50% within 30 days of receiving the letter of award and the remaining 50?fore signing the power purchase agreement (PPA).

The selected developers will be responsible for setting up ISTS-connected wind projects, ensuring grid connectivity, and maintaining the transmission network up to the interconnection/delivery point for supplying power to SECI. They must also provide operation and maintenance services for 25 years. Bidders must have experience in developing wind power projects with ISTS grid connectivity and possess a minimum net worth of Rs1.29 crore/MW based on the quoted capacity. The minimum bid capacity is 50 MW, while the maximum a single bidder can secure is 200 MW.

Developers planning projects in Gujarat and Rajasthan must comply with the Supreme Court’s orders and MNRE guidelines for retrofitting transmission lines and wind turbines to prevent bird collisions in the Great Indian Bustard habitat.

SECI has recently invited bids for a 2.7 MW floating solar project with battery storage in Lakshadweep and a 500 MW ISTS-connected solar project (Tranche XIX). Additionally, in December 2024, SECI awarded 1,000 MW of ISTS-connected solar projects to ReNew Solar, ACME Solar, and Adani Green Energy under Tranche XVIII.
