Philippines Announces 9,378 MW Green Energy Auction Round 4

The Philippines’ Department of Energy (DOE) has released the Terms of Reference (TOR) for the fourth round of the Green Energy Auction (GEA-4), aiming to add 9,378 MW of renewable energy capacity from solar (ground-mounted, rooftop, and floating) and onshore wind projects.
Key Highlights of GEA-4
- First Auction to Include Renewable Energy + Energy Storage Systems (IRESS):
- 1,100 MW of solar capacity will be paired with Battery Energy Storage Systems (BESS).
- 20-Year Supply Contracts:
- Winning bidders will secure long-term power supply agreements starting from their project's commercial operation date.
- Regional Capacity Allocation (2026-2029):
- 2026: 2,372 MW (Luzon: 1,040 MW, Visayas: 252 MW, Mindanao: 120 MW, including 50 MW of solar with storage).
- 2027: 2,362 MW (Luzon: 1,976 MW, Visayas: 350 MW, Mindanao: 36 MW, with 50-100 MW of solar + storage).
- 2028: 2,766 MW (Luzon: 2,025 MW, Visayas: 705 MW, Mindanao: 36 MW, with 100-150 MW of solar + storage).
- 2029: Additional capacity expansions in solar and wind.
New Guidelines and Bidding Process
- Updated Green Energy Auction Program (GEAP) Guidelines:
- Revised supplier qualifications.
- A structured pricing mechanism with tariffs indexed to feed-in-tariff rules by the Energy Regulatory Commission (ERC).
- Bidder Registration & Qualification:
- Developers must hold a renewable energy service contract or a certificate of authority under the Revised Omnibus RE Guidelines.
- The GEA Bids Evaluation and Awards Committee will publish a list of qualified bidders before the pre-bid conference.
- IRESS Technical Requirements:
- 0.2 inverter ratio relative to registered solar capacity.
- Minimum round-trip efficiency of 85%.
- At least four-hour storage duration.
- Registration Timeline:
- Starts one working day after the ERC publishes the green energy auction reserve price.
