PFC Consulting Invites Bids to Evacuate 3 GW Power for Green Hydrogen Projects

PFC Consulting, a subsidiary of Power Finance Corporation (PFC), has invited bids for the development of power evacuation infrastructure to support green hydrogen and green ammonia projects in the Kakinada area of Andhra Pradesh. The transmission project will be developed on a Build, Own, Operate, and Transfer (BOOT) basis.
Project Scope & Technical Requirements
- Establishment of a 765/400 kV substation at Kakinada with 3×1500 MVA transformers and a 240 MVAr bus reactor.
- Integration of the Vemagiri – Srikakulam 765 kV D/C transmission line into the Kakinada substation.
- Installation of a ±300 MVAr STATCOM and 2×125 MVAr MSC to ensure grid stability.
- Compensation and acquisition of land for the project.
- Complete surveying, project planning, engineering, procurement, construction, testing, commissioning, and maintenance.
- The project must be completed within 24 months.
Bid Submission and Financial Criteria
- Bid submission deadline: May 6, 2025.
- Bid opening date: May 6, 2025.
- Bid procurement fee: Rs500,000 + 18% GST.
- Earnest money deposit (EMD): Rs14.9 crore
- Contract performance guarantee: Rs37.25 crore
Eligibility Requirements
Bidders must meet strict financial and project experience criteria, including:
- Experience in developing infrastructure projects with a minimum capital expenditure of Rs745 crore over the past five years.
- Individual project capital expenditure should be at least Rs149 crore.
- Alternatively, bidders should have received minimum aggregate payments of Rs745 crore from infrastructure projects over the past five years.
- A minimum net worth of Rs298 crore over the last three financial years.
Green Hydrogen Power Demand & Transmission Integration
- The green ammonia projects in Kakinada are projected to require 6 GW of power by 2030.
- The demand will increase as follows:
- 2027: 1,775 MW
- 2028: 3,275 MW
- 2029: 4,645 MW
- 2030: 6,015 MW
- The Central Transmission Utility (CTU) has already received general network access (GNA) applications for 2 GW of power evacuation from green hydrogen/ammonia developers.
- The existing transmission infrastructure will facilitate the evacuation of 3 GW from these projects.
PFC’s Recent Renewable Transmission Initiatives
- 2024: PFC invited bids for 6 GW of transmission infrastructure to support green hydrogen/ammonia projects in Kandla and Mundra, Gujarat.
- 2024: Issued a Request for Proposal (RFP) for the Kurnool-III Power Station in Andhra Pradesh, to integrate 4.5 GW of renewable energy into the national grid.
This 3 GW evacuation project in Kakinada is a critical step toward supporting India’s growing green hydrogen and ammonia industries by ensuring reliable power transmission infrastructure.
