Odisha Invites EoI for 20 MW Solar Projects Under PM-KUSUM

The Odisha Renewable Energy Development Agency (OREDA) has issued an Expression of Interest (EoI) seeking EPC contractors to collaborate with landowners and farmers for leasing land and developing 20 MW of grid-connected solar PV projects under Component A of the PM-KUSUM Yojana.
The last date for online bid submission is March 29, 2025, while hard copies of technical bids must be submitted by April 5, 2025. The techno-commercial bids will be opened on April 7, 2025.
Scope of Work and Financial Requirements
The selected EPC contractors will be responsible for:
- Land collaboration with owners/farmers
- Design, engineering, supply, construction, erection, testing, and commissioning of the solar plants
- Power evacuation from the projects
- Operation and maintenance (O&M) for 10 years
Bidders are required to pay:
- Rs10,500 + GST as the tender document fee
- Rs1,000 + GST as the bid processing fee
- Rs2 lakh as bid security
Eligibility Criteria for Bidders
To qualify, bidders must meet the following requirements:
- Experience: Should have designed, supplied, constructed, erected, and commissioned solar PV plants with a cumulative installed capacity of 5 MWp or more. At least one of these projects must be 1 MWp or higher.
- Operational Track Record: The 1 MWp or larger plant must have been in successful operation for at least three months before the EoI submission.
- Financial Strength:
- Must have executed a single work order worth at least Rs5 crore.
- Cumulative turnover for the last three financial years must be at least Rs30 crore.
- Net worth must have been positive in the last financial year.
The initiative is expected to enhance renewable energy adoption in Odisha, providing clean energy access and boosting the solar power infrastructure in rural areas.
