Ocior Energy Wins HPCL’s Green Hydrogen Tender for Vizag Refinery at Rs328/kg

Abu Dhabi-based Ocior Energy has emerged as the winning bidder in Hindustan Petroleum Corporation Limited’s (HPCL) green hydrogen tender for its Visakhapatnam refinery. The company will build and operate a 5,000 tonnes per annum (TPA) green hydrogen facility for 25 years, supplying hydrogen at Rs328/kg (excluding GST), undercutting recent bids like L&T’s Rs393/kg for IOCL’s Panipat refinery.
The project will be developed on a build-own-operate basis and includes responsibilities like pipeline connectivity, rights-of-way (ROW) acquisition, and integration with HPCL’s hydrogen distribution network. More than eight companies participated in the tender floated in October 2024, including Jakson Green (Rs345/kg), L&T (Rs393/kg), Renew (Rs469/kg), and NTPC (Rs505/kg).
Ocior, active in Asia, the Middle East, and North Africa, is already developing green hydrogen and ammonia projects in Gujarat and Odisha. This is India’s second major green hydrogen refinery tender to be finalized, following IOCL’s award to L&T Energy Green Tech. HPCL’s Visakhapatnam refinery currently consumes grey hydrogen, which the company plans to partially replace with green hydrogen as part of its decarbonization strategy.
