NVVN Invites Bids for 250 MW/1,000 MWh ISTS-Connected BESS Projects

NTPC Vidyut Vyapar Nigam (NVVN) has issued a request for selection (RFS) for developers to set up 250 MW/1,000 MWh interstate transmission system (ISTS)-connected standalone battery energy storage systems (BESS) under a build-own-operate (BOO) model. The project includes a greenshoe option for an additional 250 MW/1,000 MWh capacity.

Calendar Bid Submission Deadline: March 24, 2025
Calendar Bid Opening Date: March 25, 2025
Money Bag Earnest Money Deposit (EMD): Rs 0.14 crore

Project Scope & Requirements
Check Setting up the BESS system with a four-hour discharge capacity (250 MW x 4 hours = 1,000 MWh)
Check Charging power must preferably come from renewable energy sources
Check Integration with the ISTS for seamless transmission across India

Key Commercial Aspects
Lightning On-Demand Energy Supply: The BESS will provide energy to NVVN during peak and off-peak hours
Chart Compensation for Power Offtake Issues: If NVVN is unable to offtake power, it will compensate developers for 52.88% of the discovered energy tariff
Scale Penalties for Low System Availability: Developers will face liquidated damages twice the composite discharge value for any shortfalls in system availability

Bid Eligibility & Capacity Allocation
Pin Minimum Bid Size: 200 MWh (50 MW x 4 hours)
Pin Maximum Bid Size: 500 MWh (125 MW x 4 hours)
Pin Additional Allocation: NVVN may tie up extra capacity up to 250 MW/1,000 MWh under the greenshoe option

Check Projects already commissioned are NOT eligible
Check Projects under construction or not yet commissioned are eligible—provided they are not tied to any other central or state program
