MPERC Introduces Amendment to Enforce Renewable Power Purchase Obligation Compliance

The Madhya Pradesh Electricity Regulatory Commission (MPERC) has issued the Fifth Amendment to the Intra-State Open Access Regulations, 2021, through a notification dated March 4, 2025, and published in the Madhya Pradesh Gazette on March 7, 2025.

Key Amendment
  • The amendment introduces a new 6th proviso to Regulation 3.3 of the principal regulations.
  • It restricts intra-state short-term open access for non-green energy to the premises of obligated entities that have failed to comply with their Renewable Power Purchase Obligation (RPO) for the previous financial year.
  • This restriction is subject to the provisions of Regulation 15 of the Madhya Pradesh Electricity Regulatory Commission's (Cogeneration and Generation of Electricity from Renewable Sources of Energy) Regulations, 2021 (Revision-II).

This amendment aims to enforce stricter compliance with RPOs, encouraging greater use of renewable energy within the state.
