MNRE’s Inefficient Handling of Duplicate Solar Module Serial Numbers Hurts Consumers and Vendors

The Ministry of New and Renewable Energy (MNRE) is facing criticism for its inefficient handling of duplicate solar module serial numbers, leading to unnecessary delays and hardships for consumers and vendors. A process that could be resolved in four simple steps is currently stretched into eight bureaucratic steps, involving multiple agencies like MNRE, REC, and Discoms, while failing to catch the actual culprits behind the duplication.

Current Inefficient Process
  1. Duplicate serial number detected
  2. Processing halted
  3. Cases collected in batches
  4. Data sent to REC
  5. REC forwards data to Discoms
  6. Discom officials visit sites for verification
  7. If modules match, the case proceeds
  8. If modules mismatch, no clear resolution process exists
Proposed Efficient Solution
  • Identify duplicate serial numbers
  • Cross-check with the DCR certificate
  • If modules match, process the case
  • If modules mismatch, request an updated serial number or certificate from the vendor/consumer

The actual perpetrators—those who initially uploaded incorrect serial numbers—are not even investigated, while the victims (consumers and vendors) are left to deal with delays, inspections, and unclear policies. This flawed approach is creating hurdles for businesses and slowing down solar adoption.

To truly address this issue, MNRE must reform the system, introduce a standard operating procedure (SOP) for identifying the real offenders, and ensure a smoother resolution process that does not victimize end users.
