MNRE Renames RLMM and Mandates Indigenous Components for Wind Turbines

The Ministry of New and Renewable Energy (MNRE) has renamed the Revised List of Models and Manufacturers (RLMM) of wind turbines as the Approved List of Models and Manufacturers (Wind) to strengthen quality control and promote domestic manufacturing. A significant policy shift mandates that key wind turbine components — including Blade, Tower, Gearbox, Generator, and Special Bearings (Main, Pitch, Yaw) — must be sourced from the upcoming ALMM (Wind Turbine Components) list, which will be published separately by MNRE.
Additionally, the ministry now requires R&D centers, data centers, and servers linked to wind turbines to be located within India to reinforce the sector’s cybersecurity framework.
These new rules do not apply to already bid projects or C&I, captive, or third-party sale projects set for commissioning within 18 months of the amendment’s release. Furthermore, new manufacturers and models will be exempted from the ALMM component sourcing mandate for a total capacity of 800 MW over two years to encourage innovation and adoption of non-indigenous technologies.
Originally introduced in 2018, the RLMM framework was designed to ensure turbine quality and consumer protection while fostering the growth of India’s wind turbine manufacturing capacity, now surpassing 20 GW annually. Earlier in April, MNRE also proposed amendments to wind turbine registration procedures, requiring manufacturers to disclose component sources and certifications.
This move is seen as a step toward self-reliance in wind energy manufacturing, ensuring quality control, and boosting domestic value chains while allowing room for innovation.
