MNRE Issues Revised Guidelines for Prototype Wind Turbine Testing and Certification

The Ministry of New and Renewable Energy (MNRE) has released updated guidelines to regulate the installation and testing of prototype wind turbines in India. These guidelines aim to streamline the process for wind turbine manufacturers seeking type certification from internationally accredited agencies.
Under the new framework, prototype turbines may only be installed for type testing, and their certification must comply with global standards such as IECRE OD 501 and IS/IEC 61400-22:2010. Only internationally accredited bodies are authorized to conduct this testing, and the results must be submitted to the National Institute of Wind Energy (NIWE). Prototype certificates will be valid for a maximum of three years, and commissioning and grid synchronization must occur within 18 months of NIWE’s recommendation letter.
Manufacturers are allowed to install a maximum of three prototype turbines per model, and only new, unused components must be used. Modifications to already installed prototypes are permitted. Importantly, prototypes cannot be sold or transferred until they are included in the Revised List of Models and Manufacturers (RLMM).
The MNRE has also emphasized proper land utilization by recommending footprint-based land allocation. Regular maintenance and service of the prototypes are mandatory, and failure to comply will result in disconnection from the grid. This revised guideline is a critical step to ensure that wind turbine models meet stringent quality and operational standards before broader deployment in the Indian renewable energy market.
