MNRE Eases Efficiency Norms for Off-Grid Solar Modules Under 200W to Boost Rural Access

The Ministry of New and Renewable Energy (MNRE) has amended the Approved List of Models and Manufacturers (ALMM) Order to reduce the minimum efficiency threshold for off-grid solar PV modules under 200W capacity. This change responds to industry feedback and aims to promote wider use of solar solutions like lamps, fans, and streetlights in rural and underserved areas.

Under the new framework, a revised Category-III has been introduced for such off-grid modules. These modules—typically used in decentralised renewable energy (DRE) applications—now require a minimum efficiency of 18.0% for both crystalline silicon (c-Si) and Cadmium Telluride (CdTe) technologies. This is a reduction from the earlier 19.0?nchmark.

Importantly, these off-grid modules will not be included in the main ALMM List-I. Instead, they will be listed under a newly created ALMM List-I (DRE) to better track and regulate products meant for decentralised applications.

The change provides more flexibility to manufacturers to create cost-effective solutions for areas with little or no grid connectivity. While the efficiency standards for other ALMM categories remain unchanged, this revision is expected to expand market opportunities and accelerate India's goal of universal energy access, particularly benefiting rural communities.
