MNRE Clarifies Domestic Content Requirement (DCR) for Solar PV Cells

The Ministry of New & Renewable Energy (MNRE) has issued new guidelines on the Domestic Content Requirement (DCR) for solar PV cells under its schemes. These updates aim to strengthen local manufacturing and reduce dependence on imports.

Key Updates
  • Only solar PV cells made from undiffused silicon wafers (Black Wafers) in India will qualify as "domestically manufactured" under MNRE schemes.
  • Imported diffused wafers (Blue Wafers) will not be eligible, even if processed in India.
  • Thin-film solar PV modules manufactured in integrated Indian factories remain eligible under DCR provisions.

This move aligns with India’s push for self-reliance in solar manufacturing and supports the Make in India initiative, encouraging domestic production while ensuring quality and compliance with MNRE schemes.
