MNRE Clarifies ALMM Applicability to Net Billing, Virtual, and Group Net Metering Models

The Ministry of New and Renewable Energy (MNRE) has clarified that net billing, virtual net metering, and group net metering will be treated equivalently to net metering under the Approved List of Models and Manufacturers (ALMM) List-II. This clarification ensures these models are eligible for the same exemptions related to the mandatory use of ALMM-listed solar cells for projects commissioned before June 1, 2026.
ALMM List-II, which will come into effect from June 2026, expands the coverage to include solar cells, beyond the solar modules currently listed. The move addresses India's growing domestic solar cell manufacturing capacity. Virtual and group net metering refer to arrangements involving multiple consumers or service connections, while net billing is a hybrid of net and gross metering.
The clarification was issued in response to queries from stakeholders regarding the exemption of ALMM requirements for various net metering models. MNRE previously exempted behind-the-meter solar projects for private captive consumption but did not extend this exemption to government or public sector projects, which are required to comply with ALMM.
In a separate update, the Ministry stated that PID and non-PID solar cells will be treated as distinct product families and enlisted separately, with efficiency data collected during inspections. As of April 2025, India’s cumulative solar module manufacturing capacity under ALMM reached 88,905 MW after adding 14,670 MW of new capacity.
This move is expected to provide clarity and support to stakeholders in planning solar projects while reinforcing the government’s push for domestic manufacturing and streamlined regulatory compliance.
