MHI Revises Localisation Norms for EV Public Chargers Under PM E-DRIVE Scheme

The Ministry of Heavy Industries (MHI) has issued revised Phased Manufacturing Programme (PMP) guidelines for Electric Vehicle Public Charging Stations (EVPCS) under the PM E-DRIVE Scheme to boost domestic manufacturing. The amendments mandate a phased localisation of components, beginning with charger enclosures, wiring harnesses, and IS/IEC 60309 connectors—production of which must have commenced by December 1, 2021.

Subsequent milestones include indigenously developed CMS and OCPP software, and local production of AC energy meters, RFID modules, switchgear, and contactors from July 1, 2022. Type 2 AC charging guns were added to the domestic production list effective January 1, 2023, followed by DC CCS2 charging guns and controllers from June 1, 2024. The localisation of DC energy meters, HMIs, SMPS units, and DC switchgear was enforced on June 1, 2025. The final phase, effective December 1, 2025, requires AC-to-DC converters and related modules to be manufactured in India.

All EVPCS supplied under the PM E-DRIVE Scheme must now meet PMP standards applicable at the time of the purchase order and be compliant with IS:17017 standards, as tested by designated MHI agencies. The guidelines also prohibit importing EVPCS components in CKD form from a single supplier. These revised PMP norms also extend to all pending EVPCS installations under the FAME-II Scheme, reinforcing India's push toward EV infrastructure self-reliance.
