L&T to Build India’s Largest Green Hydrogen Plant for Indian Oil in Panipat

L&T Energy GreenTech, a subsidiary of Larsen & Toubro (L&T), will establish India’s largest green hydrogen plant at Indian Oil Corporation’s (IOC) Panipat refinery in Haryana. The project will operate on a build-own-operate (BOO) model and marks a major milestone under India’s National Green Hydrogen Mission. According to a company filing on July 21, the plant will produce 10,000 tonnes of green hydrogen annually using renewable energy sources and high-pressure alkaline electrolysers manufactured by L&T Electrolysers in Hazira.
The green hydrogen produced will support IOC’s decarbonization efforts for its refining operations and contribute significantly to India’s net-zero carbon goals. The plant is set to operate 24/7 and supply green hydrogen to IOC for 25 years, showcasing a long-term industrial commitment to clean energy solutions.
This development also marks Indian Oil’s formal entry into the green hydrogen sector and sets a benchmark for industrial-scale hydrogen use in refineries, fertilizers, and other heavy industries. Subramaniam Sarma, Deputy Managing Director & President of L&T, highlighted that the project deepens L&T’s strategic collaboration with IOC and reinforces its position as a leading provider of large-scale clean energy infrastructure. The initiative positions LTEG as a key player in India’s green hydrogen ecosystem.
