IPGCL Issues Tender For Implementation Of 50 MW Grid Connected Roof Top Solar PV System On Delhi Govt Buildings Under RESCO Mode

Indraprastha Power Generation Company Ltd (IPGCL) has invited the BIDS FOR Implementation of 50MW Grid Connected Roof Top Solar PV System Scheme for Government Buildings/ Roof Tops in the State of Delhi under RESCO Mode.
Bids are called for 25 Nos. of E-tender packages having bid capacity 2.0 MW for each package from eligible bidders to participate in Request for Selection (RfS) for Site Survey, Design, Manufacture, Supply, Erection, Testing and Commissioning including Warranty, Operation and Maintenance of Roof Top Solar PV Power System in different Govt. Buildings in the state of Delhi.
The details of tender documents are as under:
- Downloading of RfS document: 25.02.2025
- Work Completion Period: 12 Months from the date of LOA.
- Pre-bid Conference/ Meeting Clarification: 06.03.2025 at 11:00 Hrs
- Online bid submission End date and time: 26.03.2025 up to 11:00 hrs
- Date & Time for physical submission of document: 26.03.2025 up to 11:00 hrs
- Online Bid Opening (Techno-Commercial): 26.03.2025 after 11:30 hrs
- Financial Bid opening & E-reverse auction: To be intimated later on.
Annual registration charges Rs.5,000/- + 18%(GST) per annum (Through e-payment gateway). Tender Processing Fee through the payment gateway as per charges mentioned on e-Tender portal (Rs.5,000/-(non-refundable) + 18%(GST) per tender package (Through e-payment gateway). Auction Processing Fee through the payment gateway as per charges mentioned on e-Tender portal (Rs.5,000/-(non-refundable) + 18%(GST) ) per tender package (Through e-payment gateway).
Bid Processing Fee of IPGCL is INR 17,000/- only (exclusive of GST i.e.@18%), i.e. INR 20,060/- only. The processing fee shall be submitted separately for each tender package(s). The processing fee is to be furnished through Demand Draft (DD), drawn in favor of “IPGCL” payable at New Delhi. It is to be submitted in a separate sealed envelope along with offline documents. The Bid Processing fee is non-refundable.
Bid Bond /EMD is INR 10,00,000/- only (Indian Rupees Ten Lakh only) separately for each tender package.
Bid has two Categories i.e. Category-A for total 36 MW (without Elevation) and Category B for total 14 MW (with Elevation).
For both categories, the maximum allowable tariff as per APPC-2021 is Rs 5.16 KWh.
The size of each project shall be in the range from 10 KWp and above for RESCO Model. One project under one consumer account number (CA No. of DISCOM) may however comprise of several rooftop units and each rooftop unit can separately connect with the grid and may have separate solar meters.
The Bidder shall apply for different tender packages. Separate bids shall be submitted for each tender package. Package of sites (Package): Refers to a group of Govt. Buildings locations bundled together as mentioned in Annexure-II. A bidder will be required to submit a bid for an entire Package of sites, i.e. 2 MW bid capacity. Packages are numbered 1 to 25, each package is of 2 MW capacity. One package shall consist of multiple small, medium, and large size roofs. There is no restriction on the number of tender packages for which a bidder can place a bid; bidder can bid as per their eligibility.
PBG has to be submitted within 30 days from the date of issuance of Letter of Intent separately for each tender package. The Successful Bidder shall furnish the Performance Bank Guarantee as requested in the letter of intent. The formula applicable to calculate the PBG amount will be: PBG amount = INR 5.0 Lakh per MW X Allocated Capacity in MWp. PBG amount shall be furnished for different tender packages by the successful bidder within 30 days after issuance of the Letter of Intent (LOI). Detailed Letter of allocation shall be only issued to bidders who have submitted PBG.
The Performance Security shall be valid for a period of 12 Months + 12 months claim period from the date of issuance of the letter of intent and shall be renewed/extended on request of IPGCL. The Performance security shall be released after successful commissioning of capacity allocated and with the compliance of entire obligations in the contract.
IPGCL reserves the rights to vary the quantity by + 20% of the tender package capacity.
E-Reverse Auction would be conducted separately for each tender package, subsequently after the opening of the Financial Part. Only eligible vendors shall be allowed to participate in E-Reverse Auction. The E-Reverse Auction commences on L-1 rates received in the respective tender package. The decrement of one paisa in RESCO tariff (Rs. /KWh) is allowed on the base price (i.e., L-1 price) during e-reverse auction.
