Himachal Pradesh State Electricity Board (HPSEBL) Invites Bids for 7.8 MW Solar Projects Under RESCO Model

The Himachal Pradesh State Electricity Board (HPSEBL) has floated a tender for the development of 7.8 MW grid-connected, ground-mounted solar power projects under the Renewable Energy Service Company (RESCO) model. The last date for bid submission is February 24, 2025, and the bids will be opened on February 25.
The projects are divided into four lots:
- Lot I (Palampur): Earnest money deposit (EMD): Rs807,400
- Lot II (Sarabai): EMD: Rs724,000
- Lot III (Nahan): EMD: Rs275,200
- Lot IV (Jogindernagar): EMD: Rs1.04 million
Successful bidders must supply 14.607 million units of electricity annually to HPSEBL, ensuring at least 80% of the committed annual energy. They will also be responsible for project execution, land identification, developing a dedicated transmission network, and providing operation and maintenance (O&M) services for 25 years. The projects must be completed within six months.
Bidders are required to use solar modules from the Approved List of Models and Manufacturers (ALMM) and promote only commercially established and operational technologies.
To qualify, bidders must have:
- • Designed, supplied, installed, and commissioned grid-connected, ground-mounted solar projects matching the cumulative capacity requirement for each lot within the last seven years, with the projects operational for at least one year.
- Installed and commissioned at least two grid-connected solar projects per lot in the last seven years.
- A minimum annual turnover of Rs13.82 million for Lot II, Rs4.75 million for Lot IV.
