Haryana Power Purchase Centre Invites Bids for 500 MW Solar Power Procurement in Haryana

The Haryana Power Purchase Centre (HPPC), a joint venture between Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam (DHBVN), has issued a tender to procure 500 MW of solar power from grid-connected projects in the state. The last date to submit bids is March 12, 2025, with bid opening scheduled for March 13, 2025.
Bidders must pay a bid document fee of Rs25,000 + 18% GST and a tender processing fee of Rs10,000)/MW plus GST. Additionally, an earnest money deposit (EMD) of Rs800,000/MW and a performance bank guarantee of Rs2 million/MW are required.
Selected bidders must design the projects to deliver energy at a distribution company or Haryana Vidyut Prasaran Nigam grid station. Projects must have a minimum capacity of 1 MW and a maximum of 10 MW. Bidders can use crystalline silicon or thin-film modules, with or without trackers, but only commercially established and operational technologies are permitted. Solar modules must be sourced from the Approved List of Modules and Manufacturers (ALMM).
Bidders are responsible for identifying, purchasing, or leasing land for the projects. Successful bidders will enter into a 25-year power purchase agreement (PPA) with HPPC. Bidders can apply for four categories: 50 MW, 100 MW, 150 MW, and 200 MW projects.
Bidders must meet at least one of the following financial criteria:
- A minimum annual turnover of Rs5 million/MW in the last financial year.
- Internal resource generation capability, with a minimum profit before depreciation, interest, and taxes of Rs1 million/MW of the quoted capacity.
- A letter from lending institutions or banks committing a minimum line of credit of Rs1.25 million/MW of the quoted capacity.
- A minimum net worth of Rs10 million/MW in the last two financial years.
Interested bidders are encouraged to review the tender documents carefully and ensure compliance with all requirements before submitting their proposals.
