Gujarat Electricity Regulatory Commission (GERC) Determines Additional Surcharge of Rs0.82/kWh for Open Access Consumers

The Gujarat Electricity Regulatory Commission (GERC) has determined an additional surcharge of Rs0.82/kWh for open access consumers for the period from April 1, 2025, to September 30, 2025.
Background
The decision was made based on data submitted by Gujarat Urja Vikas Nigam Limited (GUVNL) for the period between April 1, 2024, and September 30, 2024. The data was certified by the State Load Dispatch Centre (SLDC) and a Chartered Accountant, in accordance with the methodology outlined in GERC’s previous order dated August 30, 2022.

- The additional surcharge applies to consumers of the four state-owned distribution companies (DGVCL, MGVCL, PGVCL, and UGVCL) who procure power through open access from sources other than their respective DISCOMs.
- The surcharge calculation factors in stranded generation costs due to open access, energy demand, transmission and distribution losses, and network-related costs paid by consumers.
- Notably, the surcharge is determined using a formula that considers normative Transmission and Distribution (T&D) losses. For this period, a loss rate of 14.59% was applied.
Impact on Open Access Consumers
The Rs0.82/kWh additional surcharge will be applicable to all eligible consumers during the specified period. This decision ensures the equitable recovery of fixed costs from consumers using open access, maintaining financial stability for state-owned utilities.
