Gujarat DISCOMs Lead in Annual Ratings

Gujarat’s power distribution companies (DISCOMs) have once again topped the Ministry of Power’s 13th annual integrated ratings, with all four DISCOMs maintaining their A+ ratings. The report evaluated 63 state and private DISCOMs and power departments based on performance metrics for the financial year 2023-24. While 21 entities improved their ratings, 29 retained their previous scores, and 13 were downgraded. The number of A+ graded DISCOMs remained at 11, including four from Gujarat, three from Odisha, two from Haryana, and one each from Maharashtra and Uttar Pradesh.
State-wise Highlights:
Andhra Pradesh
All Andhra Pradesh DISCOMs were downgraded. Eastern Power Distribution Company dropped from A to B due to increased Aggregate Technical & Commercial (AT&C) losses (10.41%) and a deteriorating ACS-ARR gap (-Rs0.48/kWh). Southern and Central DISCOMs also saw declines, with AT&C losses rising to 13.95% and 11.37%, respectively.
Chhattisgarh
Chhattisgarh State Power Distribution Company improved from B- to B, with AT&C losses reducing to 15.88% and an improved ACS-ARR gap (+Rs0.14/kWh).
Gujarat
All four DISCOMs in Gujarat retained A+ ratings. Uttar Gujarat Vij and Dakshin Gujarat Vij showed enhanced collection efficiency, with Dakshin Gujarat Vij achieving 100%. Paschim Gujarat Vij reduced AT&C losses to 15.84% from 18.41%, improving its ACS-ARR gap by Rs0.56/kWh.
Karnataka
Three DISCOMs improved their ratings, with Bangalore Electricity Supply Company moving from C to B-. Chamundeshwari Electricity Supply Corporation jumped from B to A, while Gulbarga Electricity Supply Company improved from C to B. Mangalore Electricity Supply Company, however, was downgraded from A to C due to rising AT&C losses (14.17%).
Madhya Pradesh
Madhya Pradesh saw mixed results: Paschim Kshetra Vidyut Vitaran retained an A rating, while Poorv Kshetra Vidyut Vitaran and Madhya Kshetra Vidyut Vitaran were downgraded due to worsening AT&C losses (29.52% and 29.09%, respectively).
Maharashtra
Maharashtra State Electricity Distribution Company was downgraded from C to C-, experiencing higher AT&C losses (24.38%). Adani Electricity Mumbai retained its A+ rating with an improved ACS-ARR gap (+Rs0.91/kWh).
Odisha
While TP Central, Northern, and Western Odisha Distribution retained A+ ratings, TP Southern Odisha Distribution was downgraded from B to B-.
Rajasthan
Ajmer and Jaipur DISCOMs were downgraded from B to B-, while Jodhpur DISCOM retained its B- rating, facing increased AT&C losses (28.72%).
Tamil Nadu
Tamil Nadu Power Distribution Corporation retained its C- rating, with AT&C losses widening to 12.92%.
Telangana
Both Northern and Southern DISCOMs in Telangana were downgraded to C-, reflecting poor performance and increased AT&C losses.
