Government Invokes Emergency Rule to Maximise Gas-Based Power Amid Soaring Demand

In response to rising temperatures and soaring electricity demand, the Indian government has invoked emergency provisions under Section 11 of the Electricity Act, 2003, directing all gas-based power plants to ramp up generation during the high-demand summer months. The directive aims to ensure grid stability and prevent power shortages, especially during non-solar hours.

As of April 2025, India has over 60 gas-based power stations with a combined capacity of 20.1 GW. Under the new norms, GRID-INDIA will notify these plants 14 days in advance regarding the expected high-demand periods. On designated days, plants will be guaranteed a minimum 50% round-the-clock dispatch, scheduled on a D-1 basis. Power generated must first be offered to PPA holders; if unscheduled, it can then be sold in the power market or used to support grid stability.

The move comes amid a significant rise in power demand, with India experiencing a record 250 GW peak in May 2024. The country’s power infrastructure faces growing pressure, especially as renewable energy, while rapidly expanding, remains variable. The directive is part of broader efforts to ensure continuous and reliable power supply during extreme weather conditions forecasted by the IMD for summer 2025.
