GERC Rejects Goodwatts WTE Surat's Plea for Waste-to-Energy Tariff Determination

Mar 26, 2025

The Gujarat Electricity Regulatory Commission (GERC) has dismissed a petition filed by Goodwatts WTE Surat Private Limited, seeking the determination of tariffs for municipal solid waste (MSW)-based waste-to-energy (WTE) power plants in Gujarat. The petitioner had also requested an extension of the tariff determined under Order No. 04 of 2016 until a new tariff order was issued.

Commission's Rationale

During the hearing, GERC highlighted that it had already issued Order No. 2 of 2024 on February 22, 2024. The order titled "Determination of Generic Tariff and Other Terms and Conditions for Procurement of Power by Distribution Licensees from Municipal Solid Waste to Energy Projects in Gujarat" established applicable tariffs for the control period from June 6, 2022, to March 31, 2027.

Since the petitioner’s objective had already been addressed by the existing tariff order, GERC concluded that the petition had become infructuous and dismissed it.

Key Takeaways
  • GERC's decision reinforces the validity of Order No. 2 of 2024 as the guiding framework for WTE projects in Gujarat.
  • The ruling ensures regulatory consistency and avoids redundancy in tariff determination processes.
  • Developers and distribution licensees in Gujarat now have clarity on the applicable tariff structure for MSW-based WTE projects until March 2027.

The decision marks another step in streamlining renewable energy regulations and supporting sustainable waste management solutions in Gujarat.
