CERC Approves Rs2.69/kWh Tariff for CESC’s 300 MW Solar Project in Rajasthan

The Central Electricity Regulatory Commission (CERC) has approved Calcutta Electric Supply Corporation’s (CESC) request to procure solar power from Purvah Green Power at a tariff of Rs2.69 per kWh. The approval also includes CESC’s deviations from standard bidding guidelines for grid-connected solar projects.

CESC initiated the project on July 26, 2024, by issuing a Request for Selection (RfS) for a 150 MW solar project in Rajasthan with a greenshoe option for an additional 150 MW, aiming to fulfill its Renewable Purchase Obligation (RPO). The company planned to award the entire 300 MW capacity to a single bidder, deviating from guidelines that typically allow only 50% allocation per bidder. CESC argued that this deviation was essential for cost-effective power procurement and obtained the West Bengal government’s approval before proceeding.

Three technically qualified bids, totaling 350 MW, were received. After a financial bid opening and an e-reverse auction, Purvah Green Power was selected, securing the entire 300 MW at the approved tariff. CESC then petitioned CERC to adopt this tariff and validate the bidding deviations.

CERC analyzed the petition, confirming that CESC’s bidding process adhered to guidelines and recognized the need for solar energy to meet RPO requirements. The Commission approved the tariff and deviations, citing prior cases where similar exceptions were granted. It noted that the discovered tariff was market-competitive and reasonable.
