APDCL Invites Bids for 134 MW Rooftop Solar Projects in Assam

The Assam Power Distribution Company Limited (APDCL) has issued a tender for 134 MW of rooftop solar projects under the PM Surya Ghar: Muft Bijli Yojana. These projects will be installed across government buildings in different regions of Assam:

  • 76 MW in Lower Assam
  • 31 MW in Central Assam
  • 27 MW in Upper Assam

Interested bidders must submit their proposals by March 11, 2025, with bid openings scheduled for March 12, 2025. To participate, bidders are required to deposit an earnest money deposit (EMD) of Rs840/kW of their quoted capacity.

The selected bidders will sign a Power Purchase Agreement (PPA) at a tariff of Rs5.73/kWh for the supplied electricity. The projects must be completed within six months of PPA signing, with a maximum extension of 90 days in case of delays.

The scope of work includes:
  • Design, supply, installation, testing, and commissioning of rooftop solar projects
  • Ensuring grid connectivity as per regulations set by APDCL and the Assam Electricity Regulatory Commission
  • Using solar modules from the Approved List of Models and Manufacturers (ALMM)
  • Operations and maintenance (O&M) services for 25 years
VTo qualify, bidders must meet the following criteria:
  • Experience in installing rooftop solar projects of at least 10% of the tendered capacity over the past five financial years
  • At least one project of 50 kW capacity must have been operational for the last six months
  • A positive net worth for two out of the last three financial years
  • A minimum average annual turnover of Rs12,600/kW of the total quoted capacity over the last three financial years

Failure to achieve the minimum capacity utilization factor (CUF) of 13.5% will result in liquidated damages of 50% of the PPA tariff.

This latest 134 MW rooftop solar bid is a major step towards expanding clean energy adoption in government buildings and supporting India’s national solar mission.
