Central Electricity Authority Unveils STELLAR Software for Resource Adequacy Planning

The Central Electricity Authority (CEA) has launched an indigenously developed software tool, named STELLAR, designed to assist Indian states in executing comprehensive Resource Adequacy plans. This initiative aligns with the Resource Adequacy guidelines released by the Ministry of Power in June 2023.
The STELLAR tool, which integrates generation, transmission, and storage expansion planning with a demand response function, was officially launched by Ghanshyam Prasad, Chairperson of CEA. The launch event was attended by Alok Kumar, former Secretary (Power), TLG partner, and representatives from various State Power Utilities.
In a significant move, the CEA has announced that this software will be distributed free of charge to all states and Distribution Companies (Discoms). The model is designed to carefully simulate the chronological operation of the power system, taking into account critical operational constraints such as technical minimum, minimum up and down times, and ramp-up/ramp-down rates. Additionally, it incorporates demand response and ancillary services.
The tool's primary objective is to help Discoms achieve optimal resource adequacy, ensuring a balanced and efficient power grid without the risk of load shedding. It focuses on preventing stressed capacity while providing least-cost solutions. Additionally, STELLAR will assist in optimizing the cost of power system expansion and operational efficiency, factoring in demand response benefits. It also offers support in optimizing energy management, ancillary services, and determining the appropriate size and placement of storage systems.
Following the release of the Resource Adequacy Guidelines, the CEA has been working on RA plans for all Discoms, with completed projections extending to 2032, and recently updated through to 2034-35. These dynamic plans, which are required to be revised annually, led to the development of this common tool. The Ministry of Power stated, “The tool will enable the integration of studies and provide optimal solutions for the country’s power system.”
Developed entirely within India under CEA’s guidance, the STELLAR tool ensures transparency. CEA has committed to regularly updating the software based on feedback from Discoms and load dispatchers.
The launch of this tool is a significant step toward enhancing the efficiency and reliability of India's power grid while supporting long-term energy sustainability.
